But I will say, I recently was thinking about some quotes in the Bible and have concluded that, as much as I appreciate my Catholic upbringing, I do think the Church has neglected to make it clear to us that things are not always as they seem on Planet Earth, as covered in all these citations: https://www.openbible.info/topics/satan_rules_earth
I know that's a long deep discussion and I do think we should still try to see the good in others and in Life in general, but ... how's that one quote go(?), something about us being Lambs amongst Wolves? Yeah, Luke 10:3, but even better is Matthew 10:16: "Behold, I am sending you out like sheep among wolves; therefore be as shrewd as snakes and as innocent as doves."
Aside from that perspective, there are lots of psychological studies and books, like this one:
But I think a lot of it is the training the police get and the whole culture of immunity for being sadistic and evil, viewing their fellow citizens as subhumans that they can violate and punish and disregard with total impunity, which probably goes back to the first city-states, but does seem to be getting worse in recent decades, again back to what Seamus pointed towards.
